Kaduna: 1 Division GOC Pushes Bottom-Up Input in Defence Doctrine Review, Builds PR Partnerships

The General Officer Commanding (GOC), 1 Division Nigerian Army and Commander Sector 1, Joint Task Force North-West Operation HADARIN DAJI, Major General Mayirenso Saraso, has hosted the Defence Headquarters Committee on the Review of the Armed Forces of Nigeria’s Joint Defence Doctrine at the Division’s Headquarters in Kaduna.

The visit, according to Lieutenant Colonel Shuaibu Umar, the Acting Deputy Director, Army Public Relations, 1 Division Nigerian Army held on Monday, is part of a nationwide engagement directed by the Chief of Defence Staff (CDS), General Christopher Musa, to update the 2017 Joint Defence Doctrine in line with emerging threats, modern warfare trends, and technological advancements.

Leading the delegation, Air Vice Marshal Mohammed Amin Isah explained that the committee’s mandate includes gathering frontline insights from field commanders on operational challenges, gaps in training, recruitment, equipment, intelligence gathering, and inter-service coordination to strengthen joint operations.

“The doctrine has become outdated and requires urgent review to reflect current realities and enhance synergy among the services,” AVM Isah stated.

In his remarks, Major General Saraso welcomed the initiative, emphasizing the importance of adopting a bottom-up approach in the doctrine review process.

“The tactical level of warfare is critical to achieving strategic goals. While previous contributions to the draft doctrine were helpful, broader and more practical inputs are needed from those engaged in real-time operations,” the GOC noted.

In a related development, the GOC also received a delegation from the Nigerian Institute of Public Relations (NIPR), Kaduna State Chapter, led by its Chairman, Mr. Haroun Malami.

Malami highlighted the NIPR’s affiliation with the Global Alliance for Public Relations and Communication Management, headquartered in Switzerland, comprising over 360 members across 126 countries.

He expressed readiness to partner with the Nigerian Army on strategic communications and public engagement.

The GOC, represented by the Division’s Chief of Staff, Brigadier General David Nwakonobi, commended the NIPR’s initiative and pledged continued collaboration.

He also applauded the Institute for choosing Kaduna to host the upcoming 3rd Nigerian Public Relations Week (NPRW) and the 63rd Annual General Meeting and Conference scheduled for April 20–24, 2026.

The engagements featured interactive sessions, briefings, and souvenir presentations to mark the visit.
